| Published POP overlaps | CBP | Awards whose published current POP includes 8 Oct 2026 — not confirmed active. |
| Net obligations | CBP | Signed sum of all published obligation deltas for child awards. |
| Current / potential award value | CBP | Source-reported values; potential applies only if options/ceiling are exercised. |
| Reported outlays | CBP | Source-reported outlays; not a burn rate. |
| Readiness | CBP (deep cases) | Satisfied ÷ applicable evidence requirements for the current stage. |
| Total ceiling | Baseline | Σ contract ceiling. |
| Obligated value | Baseline | Σ obligated; shown with % of ceiling. |
| Remaining funds | Baseline | Σ remaining. |
| At risk | Baseline | Contracts with status At Risk (Critical counted separately). |
| Expiring POP (90 days) | Baseline | POP end 0–90 days after the locked clock. |
| Missing artifacts | Baseline | Artifact requirements with state Missing. |
| Open actions | Baseline | Work items not Done, Closed or Complete. |
| Risk score | Baseline | Impact × likelihood; Extreme ≥ 16, High ≥ 10, Moderate ≥ 6. |
