Surveillance ties each obligation to the clause it comes from, the surveillance plan (QASP, e.g. QASP-DEMO-007 v1), observations and the responsible official.

Plan
QASP and version.
Observation
e.g. *Pilot acceptance test not documented*.
Criteria
e.g. approved test protocol.
Responsible official
The designated COR or CO.
  1. 1

    Open obligation evidence

See the applicable clause, frequency and evidence.

  2. 2

    Record observation

Adds a dated observation with evidence.

  3. 3

    Request follow-up

    Creates a bounded task.

Heads up — Observations are not contractor performance ratings or CPARS entries. A generic role label is not signing authority — obligations bind to the applicable clause and appointment.
