Evidence library and upload
Find authorized evidence versions with provenance, inspect details, and upload governed files through quarantine (EV01–EV03).
Authorized evidence reader · All agency users
/pdcc/referenceReference is the evidence library. It is record-aware: you see evidence attached to work you can access — there is no unrestricted global library, and titles and counts never leak inaccessible data.
