1. Prepare report (MR13)
Freeze need, method, findings and cited evidence versions into a package with an evidence manifest.
2. Submission preflight (MR19)
Resolves exact route, package digest and reviewer authority; mandatory checks run atomically.
3. Submit eligible package
Binds package and workflow versions and assigns real reviewers.
4. Review tracking (MR20)
Each decision with its package and workflow version.
5. CO decision (MR14)
Approve or return with reason.
6. Returned (MR21)
New draft; each comment mapped to a resolution; resubmit.
Record the report decision (MR14)
- Report
- e.g.
MR-026-014package 1.2. - Assigned reviewer
- e.g. Casey Park.
- Authority
- e.g.
DEMO-CO-MR014. - Scope
- Accuracy of report and acknowledged limitations.
- Attestation
- Agency-approved mechanism required.
- 1
Inspect report
Read the frozen package.
- 2
Record authorized approval
Validates assignment, current authority, digest, evidence access and attestation.
- 3
Or return with reason
The research owner receives a revision task.
Resolve a returned report (MR21)
The returned version (e.g. 1.1) stays immutable. Create a new draft (1.2), resolve each comment with evidence (e.g. *Outcome changed to Not demonstrated*), then run preflight again. Previous approvals do not transfer to changed findings.
