Money and date rules
How the DCC treats amounts, obligations, headroom, fiscal years and periods of performance.
- Money is a fixed two-place decimal string — never binary floating point.
- Net obligations are signed deltas across all history; a negative delta (deobligation) reduces the total once.
- Current award value, potential value, obligations and reported outlays are distinct measures.
- Potential value less obligations is headroom, not available funding, cash or burn rate.
- Parent vehicle ceilings and duplicate synthetic context are never added to child award totals.
- Fiscal-year tables filter action dates to the activity window; FY2027 is partial through 8 Oct 2026. Award value is not a fiscal-year expenditure.
- A draft modification never changes the executed ledger or the current POP end.
- Current and potential POP end are separate; POP expiration and physical completion do not establish administrative closeout.
